OP Y.

Hon. Mr. A. M. Thomson,

sir,

Colonial Secretary.

Hongkong, 27th. August, 1910.

With reference to our letter of yesterday,

we find that we have omitted to comment on a statement made in the despatch of Mr. Jamieson to H. 3. N.'s Chargé d'Affaires at Poking on the 18th. instant, which in our opinion, should

not pass unnoticed.

Mr. Jamieson wrote "stress was laid on the

necessity of keeping a careful chock on all importo as in the matter of opium the Cantonese standard of fair dealing is apparently very low, and afforås have to be made to guard against the imports of Turkish and Persian Opium".

We cannot help remarking that this state- -ment was made by the Chinese Officials with the the sole ob- *ject of hoodwinking the British authorities, We know for a fact that for years past no Turkish opium has been imported into China, while shipment of Persian opium to Chinese ports is regulated by special permits granted by the I. M. Customs in Kowloon, without which no such opiw can be imported into

China. The number of permits for this year is for 875 chests only and this is to bo reduced ycurly by 125 chests so that in 1917 the trade will be entirely extinguished. Moreover, as far as we know, no Persian Opium ever goes to Kwongtung, and the only market for this kind of opium is in the Fokien Pro-

-vince.
